The council will be a selection of players who (to begin with) will be able to decide on a night lynch, as well as discuss the game during night.

As for the partner it's tied to a mechanic regarding the delving of the abyss

Well, All might, Council members participate in a night lynch on odd nights.

Basically 10 council members vote for who they think is suspicious and that player gets lynched. The council system basically gives us an extra lynch on odd cycles.
