Zoro has it cause he knows how to flow and he unlocked coc


Luffy had coc then learned how to flow his haki and realised he can do both

Ughh no everyone that has used advanced coC has flowed their haki with coA. Luffy literally stated that he applied the concept of flowing his CoA out with coO to attack with it lol
