Doflamingo would have been wrecked by Fuji or could have easily been handled by Sabo, but because of Luffy, relevance is massive elevated as a villain and it was centered on Luffy saving the island. Katakuri was more important than his own mother in WCI. Kaido is far more important than Linlin is here too.

Big Mom has the unfortunate circumstance of not actually being a Luffy villain. That's it. It's a byproduct of it.

Conquerors Haki is a direct indication of someone's strength. And Luffy split the sky with Kaidou - SOMETHING WHICH ONLY YONKOUS HAVE DONE IN THE SERIES SO FAR. He might be the weakest but he is absolutely a Yonkou's equal right now.

Kid is pushing a serious Yonkou to mid-diff in a 1v1. In Luffy's case it's a guaranteed extreme difficulty fight.
