In terms of the final war? Outside of the main fights I think its going to be super chaotic for sure, yes. There's so many factions that I'm sure we'll get some skirmishes followed by 2-3 big hit panels for some fights. The main fights like Admirals or Gorosei, etc will probably several chapters long like in Wano

F6 fights were short, but the 2 calamity fights were decently long followed by 1-2 chapter conclusions. Even BMs fight, for being offscreened so much, has more screentime than WsW or Sasaki or Jack, etc.
