Sure. But imagine having one on his ship, could prove to be the key to winning a war against the Marines if that marine understands the oppositions tactics. Jinbei in particular has proven the worth of battle experience, hanging back and getting the feel of what is of importance during the early stages of the war.

That's not how One Piece works. The 'good' Marines will replace the corrupted marines and their connection to 'good' pirates will never be openly revealed or talked about.
