Luffy says " my CoO isnt good enough " compared to sanji's and Says he cant even sense where did Sanji go, meaning the place sanji sensed is way above anywhere Luffy can sense with his CoO.

Of course . Sanji has better coo than luffy . Even thought queen attack so many times with his lazer from 3 different location of his body , sanji can easily dodge these attacks series . Also , oda intentionally put this line . Havent oda known luffy got coo power up . He gave . But he need to state sanjis coo power . And in the anime , sanji just focus on female character but he does not mean he cannot detect male character . Haki is not working like that . Just sanjis preferences is different but his coo usage is unique . He can sense what is exactly happening in 4K quality .
