1 - Ace : fire bullets, fire pillars, fire bombs, entei, for his boat, fire circle, fire spear etc

Akainu if he counts, but since he's not pure fire, I'd say Ace. King has stronger fire but he's lacking in variety and versatility when compared to Ace and probably even Sabo for that matter.

Yah Zoro is weaker than Sanji , FACTOS . But when King fought Zoro, he just not show all his power (hybrid form less showing - nameless attack - ODA buff ZORO - nerfed KING). Oda downplayed King. if not Zoro has no chance to fight King.
