Kaido is a power that is strong enough to affect the whole world and the WG knows that, though his fruit isn't good at destroying worlds like the gura obviously.

One of the scabbards disarmed Kaido at the beginning of the raid. Luffy didn't even know this CP0 guy was there since he was already focused on Kaido.
