They weren't capable of finding Robin for two decades or the RA for many years, they are only capable of finding someone when the author wants them to.

I mean, they were stalled quite a few times when they chased Robin. One time by the mink army, Kanabo, Drake and Apoo and Izo. Robin and Brook were already far away since that happened. Robin's Last sighting was in chapter 1040, Marco was in the Last chapter and Denjiro is probably making preparations for something
