Yeah, it was really convenient for Aokiji that they were fighting on an icy landscape. He did better than Jozu at least, breaking free before he could be frozen solid. What a resourceful guy, that Flamingo.
There would be no point in Shanks hyping that feat to Whitebeard if it wasn't significant. Blackbeard was already a veteran in Whitebeard crew. There is a reason why Oda makes Blackbeard grow stronger through devil fruits. He was probably already at his peak of physical strength

There's really no reason to highlight it, unless you think the Shanks that fought Mihawk was also getting scarred by Blackbeard when he wasn't on guard. All's we know is it happened 10+ years in the past, no other strength known. We do know that Teach himself was relative to Shiryuu / Magellen and Ace before acquiring the Gura Gura though, so his cap isn't that high.
It's very fortunate for Jozu that he was in the warm climate of Marineford. Doffy had no such advantages and still uses his raw strength to break out despite the deep freeze. And yeah, if Doffy decides to use Overheat on an ice attack of equal size, he'd accomplish the same thing.
