The only one who is the rival of Luffy is Koby. Luffy has not praised any other marine. Also koby is shown to actually do something. Capturing the most beautiful woman in the world gives Koby worldwide fame. Also a marine that does not give in to his sexual urges.

What does smoker do? Shout at people weaker than him and gets beat up. Really dude

Smoker fits Garp role because it seems to bother him being a Celestial Dragon underling. So he might stay as Vice-Admiral instead of becoming Admiral aka Celestial Dragon's vassal.

But Coby clearly wants to become an Admiral so he doesn't have that issue. He might fit Sengoku role and becoming Fleet Admiral later on.
