Zoro and Kuina said they wanted to be WSS. Even that is only 2 is already better than no one wanting to become an emperor. We could also add Vista on it since he wanted to clash with Mihawk and so as Shanks.

Shanks wanted to become WSS but he failed and became a Yonko.

Mihawk is allegedly weaker than Shanks as the strongest opponents he has fought are Pre Yonko Shanks who later grew up in power for 3 years and then became a Yonko and Vista who is YC3.

All these elements seems to suggest he is probably stronger than Shanks and likely by a consistent margin.

Is that enough to beat Kaido? Perhaps. His WSC hype is a business Mihawk didn't belong to, because he never displayed all his might under the same level of visibility and bruteness terrorizing so many populations and psychologically messing them up to be considered the strongest folk around.

Is Kaido stronger than Shanks however? That's also an interesting question but the odds he is are high.
