I think it depends on how it's used, ability etc. Doffy for example needs stronger haki to make his awakening more effective.

Kata without his haki would have mid awakening too.

A lot of people quoted me but your comment is the general consensus so I’ll just reply to you. Saying that “how long do you expect Oda to continue the story while making the story interesting?” Is kinda the authors job. Nobody said that you should push said top tier characters as much. Again, it’s not like I hate One Piece now and thing this development ruined the series. It’s just underwhelming and undermines Luffy’s character - in my opinion.
