Its because swordsmanship in one piece stopped making sense a long time ago.
Like do you remember Tbone from Ennies Lobby. That's the guy who broke swordsmanship in one piece. His sword style was he could make flying slashes that change direction mid flight. Like could make slash that can literally turn a corner and loop around you like Luffy's Jet culverin.
This shit stopped making sense a lot time ago. Immediately after that we have giraffe swordsmen and Zoro with demonic transformations and Vista creates flowers then mihawk casually cutting island wide glaciers.
See that's the problem. At some point swordsmanship would get stale if everyone was just One big slash and then one bigger slash and then the biggest slash. So the remedy is that Zoro fights swordsman with 8 swords and poison, then some snow lady logia then a gravity swordsman then a mountain swordsman and then now we have a flying fire breathing Dinosaur swordsman. Because this is more interesting.
Oda can create all the scabbards to be standard samurai types since they are allies but Zoro can't be fighting such people when he's just done fighting a mountain. Oda has to mske it more interesting and that's almost impossible with standard samurai
