Luffy will be stronger than Kaido while fruitless due to his COC.
Oda made sure to state Luffy is CoC Specialist
Luffy still has to obtain CoC level 3, Roger and Shanks COC level that allows them to fight the Yonko without a OP devil fruit, only available to COC Specialists
