Like I said, it's not as clear there but you could think of this as similar to when Jerry streches Tom's pupils from the inside when he's eaten or smth. It's looney toons but it's actually streching not phasing through is all I'm saying.

They secretly work with most of the yonko lol. Kaido works with cipher pol and sells weapons to the government, Blackbeard is on and off allied with them, shanks is probably a rat.

But they captured Kaido many times, Kaidos was also Vegapanks lab rat, this is probably why no one wanted to kill him for good. Dude was out cold, if they rly wanted that dude dead they would have pushed him in sea and thats it.
But looking at how Kaido talks about himself, he probably never saw an admiral in his entire life, same with krieg back in the baratie arc.
