Most Strawhats are One Dimensional because One Piece isn't character driven.....

I think some arcs are character driven, but for the most part yeah one piece is about characters existing in a world and how they effect the world. It doesn’t focus much on how the world effects them hence why there isn’t a huge amount of character development.
