Captain leads the crew.
In OP, captains denotes that they are strongest within their crews. They may not be good in other aspects such as being good leader or having other skills but every captain definitely has one thing in common - they all are strongest in their respective crews.
Logically, VC should be the one who is second strongest after the captain and thus can lead in the absence of the captain.

“First Mate” Usopp in the draft was a hell of a lot older than actual Usopp ended up.
I imagine he would have been the First Mate because he was this older figure who lied about his glorious past as a pirate. He would have been the “experienced” head among the young Strawhats.
That role didn’t make any sense for young Usopp. And I think Oda would rather keep the family vibe of the Strawhats- Zoro’s position in the family being the eldest son, a role of traditional leadership and authority- rather than an official First Mate above the others. The way the series has developed it doesn’t really need to be official because everyone- even the ones who are deluding themselves deep down- knows that’s the role Zoro plays anyway.

Kaido saw King as strong mofo and name him VC so idk where this "doesn't need to be 2 ND strongest " comes from 
They all are like close friends and family - Luffy hardly gets treatment of a captain but more of closest friend.
It doesn't need to be official because it brings rank within the crew where bonding is more like friends.
But that doesn't mean one has to twist the narrative to say sanji will be VC or usopp.
It has to be zoro if SHs ever got VC.
There are many evidences projecting so
1) Strength is symbolic to being Captain so this should be applied to being VC as well.
2) Zoro is second strongest and fights second strongest who also happens to be VC of their crews
3)Zoro is considered as VC by Barto in Dressrosa. Thats Oda implying unofficially Op world views Zoro as VC
4) Few characters questioned why zoro isn't the captain.
If people still argue otherwise then they are just being in denial phase
