Thats exactly it. Oda had an interesting setup with Kinemon and Momo but he really tarnished it and their perverted attitudes really didn't help.
I was shocked that Kinemon wasn't Momo's real father after all but tbh I did find him obnoxious and annoying back then with his fart talking too. He had a nice moment of kneeling to and being grateful at Sanji though.

Oda definitely designed them to be desirable and be more eye candy as opposed to Luffy with his design and personality. I'm not sure if girls and women do swoon for Luffy too but they are definitely role models for the fanbase and extremely popular for good reasons ofc.
