The only possible way Who’s Who can be at this level is with superior fighting skills to both Queen with Germa abilities and King’s got flame-mode on top of good swordsmanship .

This is why Oda borrowed the credibility of Rob Lucci to build Who’s Who’s strength portrayal, as he is presented as a fighting genius. Rob Lucci is a long-standing favourite of Oda with the most epic drawn fight in the manga, I don’t think people realise what it means to have “Rob Lucci” level portrayal.
