Questions & Mysteries Who is the 2 silhouette in the recent Germa 66 Cover Story??

They look like a Male & Female to me
Cover Story just started, it won't have any Major Events, so nothing crazy like Blackbeard Pirates
They also don't look like Minks nor Vinsmokes
I believe they are most probably New Characters
You can notice how most Citizens are fleeing except the Policeman who seems to recognize them
Also Narrator specifies "Pudding's Island", rather than just saying Totto Land in general
I believe it's someone who have history with Pudding, maybe he was supposed to marry her first but it got cancelled after Big Mom made an agreement with Germa instead, so now he returned with his Sister or New Wife or maybe they are Two Males indeed or whatever after Germa Alliance failed
This also explains how they were able to reach this Island without triggering any Alarms, it seems they are Characters who visited Totto Land before & Surveillance Fish/Tarts doesn't recognize them as Enemies
