Personally, I will bet on Stussy and another guy from CP-0.

Stussy knows the state of emergency in which Whole Cake Island is, given she was there when Luffy and cie raided the tea party.

And I think the World Government would have not been against retrieving Germa specimen like the Vinsmoke children to create clones with powers.

But I don't know if it makes sense chronologically speaking.

Well yes but if it’s just to steal pudding seems like overkill.

Shiryu does have a good DF to kidnap/infiltrate...but then why show themselves....We can see most are afraid of them but the main guy is not scared but confused/surprised.

Could be Reiju and Ichiji or the actual Niji and Yonji while the 2 on the book are mirror clones from Brulee. Pudding remove the memory of Brulee being captured and use to clone the siblings.
