I dont think so, Yamato and Momo are way more emphasized than Raizou. His ability is ordinary, its just storing element, and his character is ordinary as well imo. The only special stuff i can think about him is his profession as a ninja...but he's ugly tho

He's getting the focus as payoff for the Minks sacrificing themselves for him.
If he only ended up beating Fuku after that epic moment then it would be underwhelming.

The guy only got this Chapter, but due to reading Chapters weekly, waiting for Break, reading the Chapter & talking about it multiple times due to Spoilers & also Forum Discussions ... etc it starts to look like we got 10 Chapters about Raizo

I don't believe he will be a nakama, him and the rest of the scabbards must train momo and create the new wano.
I believe oda will give each one of them a special moment. As far as his opponent, he was the vice of arcs villain so even though they were weak, their importance was high.
Let's not forget that raizo was declared winner after big mom lose to kid/law.
Both the ear guy and orochi hold great importance for the arc.

It honestly makes sense, the events that happened with RAIZOU and all the emphasis ODA gave him during zou and wano, and of course most importantly, Luffy admires him and is impressed with him just as he is with franky.
