The black lightning for ACoC comes specifically in the form of a trail that emanates directly from the user's weapon or body.

The other black lightning we've seen has been normal CoA clashes and CoC clashes which are just dispersed lightning in the surrounding area.

Yeah i don't believe people are born with CoC unless you have solid proof.. lt would pretty bad if Zoro had CoC all along but didn't manifest it against Mihawk..

You can’t train it.. lts the embodiment of the spirit of the user! The only way to make it stronger is for the user to grow stronger!

Nothing here says you have to be born with it..
Your spirit just need to meet a certain threshold to awaken CoC.. Zoro’s spirit wasn’t strong enough to unlock his conqueror Haki up till now..
