End of the day, fact is shaded Haki is used for a character's strongest attack and used to protect from attacks that are considered threatening.

There's no argument you could provide to make out that Shaded Armament is not superior to non-shaded, lol.

Swords dont stop cutting magically out of thin air. A layer of external haki is what stops them from cutting since it creates a barrier between the sword and tree leaves/paper. External haki does create barriers between surfaces, manga fact.
 
We've not had Luffy go all out against a Swordsman.

We've seen no Swordsmen use ultimate attacks other than Zoro.
