I explained mechanically why his claiming ability restriction doesn't make sense.

It's because his ability can't be more powerful than a watcher's or tracker's unless he is a town role cop (almost impossible) so the host had no point in restricting him.

Even in the hypothesis the host wanted to restrict something for real thinking it would have been too town sided otherwise.
