The issue is, you feel like this over months to years. On rereads, this isn't really an issue. He clearly is setting up a pattern with Orochi (lopping off heads).

Maybe Denjiro actually says something this chapter about Orochi's power and realizing that this 8th head is the last one.

I feel the same during the rereads and it's just not Orochi, where of course there's the justification of having eight heads to be slashed. This isn't something that is going away for me if I read the whole arc in one go but a structure issue on how Oda tells his stuff.
