Your understanding of science is limited btw this is what i can figure out from your messages so far , if you dont know then don't claim bioweapons are being made for virologist to study them you know nothing about medical science to even genetically create them needs many years of study to artificially create them we are no where near to create the dangerous virus yet and there are different level bio scientist work on it might take days to explain .

This is important because viruses do not produce complete genetic material and use that of host cells they have infected. So as the virus is transmitted, it carries along snippets of host genetic material that form a history.
The thing is Genetic Engineering has not advanced enough to recreate Viral that can mutate! It takes Billions of dollar of investments to make such genetically viral weapons . I would say very few countries have pursued it .
For a small-scale attack against less than 1,000 people, I'd argue that a biological attack is not incredibly difficult to put together if you have the intent and resources. A systems engineering approach to the topic outlines five primary components:
enforcement/governments. Deadly agents like Anthrax and Tularemia are
not controlled substances-- they can be acquired and cultivated by someone with motivation.
A bio-weapon is only effective if the dose is substantial enough to cause lethality. To get the seed stock to those levels, a malicious actor could exploit widely available dual-use equipment found in places like Home Depot. Not unlike home-brewing beer, using a large fermenter could be used to grow a stock of agent into large quantities.
To weaponize this, milling equipment and freeze-drying equipment (also commercially available) may be used to make the agent more easily breathable by the victims.
The planning stage is just that-- maintaining the stock until the circumstances align with the attack situation.
Finally, the deployment stage incorporates the dispersal methods, locations, and other factors which will have a huge influence on attack effectiveness. Again, making something into an aerosol spray or simply contaminating food and water supplies is not an incredibly difficult effort.
This prompts the question: if low-grade bio-weapons are reasonably easy
to manufacture (think around $20,000), why are they so incredibly rare?
Debates rage about this topic, but I believe it's because conventional weapons (bombs, guns, etc) are also incredibly cheap, effective, and user-friendly. Developing a bio-weapon takes a long time and persistent attention. It leaves the chef vulnerable to self-infection. Myriad variables like weather and wind can spoil a long-prepared bio-attack. It's just not as effective
as pulling a trigger, frankly.
