Haki is what makes the difference. Kaido is keeping Luffy at bay with his Haki, so Luffy must surpass his Haki to land the punch.
Not really, he's trying rather hard to punch Kaido. He's just not able to do it. He will once his willpower temporarily surpasses Kaido enabling him to overpower the Haki barrier Kaido's creating.

Also we literally saw the punch look almost as big as Onigashima last chapter, and this fire dragon is much bigger than Kaido’s normal dragon
