When Kurozumi betrayed Wano, Shimotsuki took over a region probably (that's why both Ushimaru and Yasue are Shimotsuki). Also, it seems Amatsuki has been missing from Wano 800 years potentially. Toki is one, and technically ruled Kuri in Oden's stead.

Yes that's a good theory @Bounty has. I still believe it. I also believe in the theory that Tama/Toko are Kurozumi and are sisters. Both have purple/pink hair (look at Orochi/Kanjuro's hair color) and adopted by men in their 70's/80's
