No matter what way you choose to look at it, Enma is a PU. Without Enma, Zoro is weaker. He NEEDED Enma to be able to train and make his haki usage more effective. If he switched to a lower grade blade without any special qualities, he doesn't have this opportunity to grow stronger. Just like Gears are PU's for Luffy. He still needs to master them to reduce the negative side effects but they are undoubtedly powerups for him. By giving Zoro Enma, Oda is telling us that Zoro was not ready to face the opponents he would face in Wano without it. Without Enma, he undoubtedly loses to them that much is clear. The same goes for Sanji and his RS.

Enma doesnt make zoro stronger, it drains the haki on any user. Enma is more of a realization that zoro needed to train to master his haki control, even though it was still at a high level when he forced the haki from the sword to his arm

It is a power up.

The problem here is that, since certain discussions are so polarized (especially those revolving around Zoro) and before the flashback Enma was defended to be some kind of magic sword, then now it seems like it has been downgraded to just a common sword; but this isn't the case at all. Enma has something special in how it drains the holder's haki and performs with great ease impressive cuts (Oda is clearly trying to convey its abnormal power with those panels of Zoro casually cutting cliffs).

Even if it's just a training tool, that will entail a power growth, so his power will go up anyways.

At the end of the day Zoro is already on the same level as Oden because he is also capable of using Enma, just wait til he blackens it the it'll be Zoro is Enma's power up
You have no idea what threshold you'd have to be to wield Enma.... Oden is just the one we know of capable of wielding it. Someone weaker than Zoro might be able to wield it as well. We just don't know.
