Maybe Hiyori and Denjiro vs Orochi will happen instead? 
When a princess character like Rebecca, who was introduced as a fighter, has trained all her life as a fighter, and even knows a form of haki couldn't be allowed to fight Diamante, a comparatively less important villain than Orochi, count Hiyori's chances of participating in any battles in a meaningful way dead.

We know Zoro's aiming to kill Orochi, and Denjiro's his bodyguard and will turn on him now the twenty years have passed. That's too easy as things stand, so I reckon Kaido'll send King to protect him.
Sanji's got the RS to protect himself from viruses, and Kawamatsu gets a bit of revenge for being locked up by him for thirteen years
Jinbei gets a Fishman fight, and Inu can get revenge for Zou
The Scabbards vs the traitors just makes sense
Kid hates Apoo, so that's enough for that.

I'd rather see Sanji vs Drake than Sanji vs Queen. As much as i like him as a character, Queen seems to be an opponent completely different from what Sanji's opponent should be.
Sanji needs someone agile, with a great CoO and able to fly, not a tank who fights on land with possibly a great CoA. Drake should be able to use Geppou but i doubt Queen can.

Swordman, brute force, obsessed with (not) training, not able to fly (Zoro) + excessively gag character (Sanji) + 1.32 billion bounty (1 billion + Zoro's bounty) = Queen
