well depends on the definition i guess. If we say Enma is a training medium then RS may have a defense mechanism which also must be trained, or else it'll trap and suffocate you and crush your bones etc. The statement that RS is a technology also support that one must have an ability to utilize a technology to acquire its benefits. the same with Luffy's Devil Fruit which makes his punch sloppy, inaccurate, and limp the first times he used it.
but i guess Enma is a training medium that offers Zoro powerup through CoA and sword technique training. Zoro said in TB that Shusui causes unnecessary destruction due to himself couldn't master it fully yet, a lack of technique thing. Enma does that, it forces Zoro to train his CoA and technique with a stronger overall personal capabilities as the results, and it also offers him a simple powerup due to its hardness, sharpness etc
