If you're going to bring up Vergo, then you might as well bring up Doflamingo and Zoro VS Fujitora.

Debatable, but this was an exceptional situation where Zoro was heavily nerfed.
If you count Vergo, then Satori is his "main" opponent and more so since Sanji dealt the finishing blow. Based on the survival ratings, Ohm is the strongest (0%), and Satori is the third (10%).
So Oda planned for Jabra to be the strongest outside of Lucci. He also planned for Blueno to be Usopp's opponent. Blueno is confirmed to be the strongest outside CP9's M3, so is Usopp the strongest outside the M3 too?
I'm talking about main match-ups against the arc boss's executives not random encounters with third parties. Is Page One the equivalent to Kyoshiro's lackeys or Smile Killer?

You have no proof that Absalom is stronger than Ryuma.

Zoro defeated THE ENTIRE Arlong pirates outside of the 4 top guys OFF SCREEN before he fought Hachi and he did so while recovering from injury. People forget that theres a reason why there was only 4 guys left when the march to Arlong park happened. It's because Zoro beat the whole crew already.
Monet was the second strongest of that arc's main villain. Vergo wasn't a subordinate of Caeser. That's why no one counts Fujitora as the strongest enemy in Dressrosa yet he was. Doffy was the arc villain and so his second strongest is Pica and we ignore Fujitora. Also there's no indication in feats that Vergo > Pica either
