No way he is not god tier level,WG needs a way to keep admirals at bay.Imu should be able to low diff any top tier.In my headcannon he will have everything:rokushiki,three advanced haki colors,awakened devil fruit,black blade/weapon,immortality surgery,vegapunk tech and maybe an ancient weapon.

This has been one hell of a ride. Getting OHKO'ed learning Ryou, mastering it, understanding its not enough at all. Getting knocked out again, learning adv COC, fighting back again, getting dropped to the sea, surviving, getting back up, splitting the sky, not enough. Gets rekt, literally killed, awakens, fights again and finally does it. These 126 chapters have been one hell of a ride and character growth from Luffy. Never giving up, backing down and all this for what? Personal agenda? Nope. For freedom of others. Ready to die to make others free, live, dance, enjoy, be happy, Smile. Behold Luffystans, Monkey D. WUFFY! Not to forget the GOAT WAIDO. Had to achieve 3 new powerups, literally Die. What a show!

No they don't.
Some like Akainu have a sneaking suspicion that there's some higher authority the Gorosei answer to, but nothing indicates that there's actually some super strong guy who is even stronger than the admirals
