RIght now, Akainu isnt afraiod of Ryuma, since he is dead long ago. He isnt "afraid" of the samurai, he simply has no idea how strong they are, so he cant plan how much people are needed. And with a kind of military force, you need to be carefull, otherwise people like Blackbeard use your missing manpower.
No word about Ryuma or his history.
At the end, nobody cared about Ryuma anymore. And to be honest, all Samurai were kinda dissapointing. With Ryumas only feat to beat some random Dragon, a feat nearly everyone in the New World is capable of, he is also not expected to be that strong. He maybe was strong in his time, but it seems to be a "weak time" then.
All of you heretics who keep slandering the sword god's name are just proving my point about how stupid you all are. Every era had Top Tiers aside from Ryumas apparently. For some reason during his time everybody was fodder allowing a guy that is according to you weaker than TB Zoro to keep a world-spanning organization and Pirates through the new world from conquering the country that was known in his day as the Country of Gold, is the origin point of Ponelgphys, and Sea stone. Even Kaido only went to Wano after he was invited there but that old lady.
Nobody has as much hype as Ryuma and it makes them upset because he has connections to Zoro. We all know anything that makes Zoro look good and powerful they will hate, denie and downplay.

I have been seeing some Ryuma slander these last couple of days because "much ZKK is dead!" clowns wishing to not only discredit the Ruyma parallels between Zoro and Ruyma but also attempt to diminish what exactly it was that Ryuma did. Because everybody that has actually paid attention to the setting and lore of the One Piece world knows nobody has the hype that can even come close to this guy.
Ryuma stood against the World Government alone, and he did not only keep his country safe from falling into the WGs grubby hands or kept it from being destroyed, but he also gave Imu and his gang such a monumental ass-whooping that several hundred years after his death Akainu still keeps Kiazru from going to the island because they Navy and their government overlords are still having PTSD from the shit this man did to them.
