The Strongest Character in One Piece History imo (Living or Dead) is not Joy Boy, not Ryuma, not Roger, not Lurking Legend, not Kaidou, not Final Villain & not Blackbeard ... etc. He isn't Introduced yet but he will appear in Final Volumes of Story & when that happens, i hope we will both be here & i will remind you of that (I didn't count Luffy & Zoro cuz as MCs, Oda can make them as strong as he wants)
But regarding Ryuma vs Roger, yes i believe Ryuma is Stronger
Saying "Never" everytime someone is compared to Roger is not a valid argument
In OPVerse, no one believes Roger is Stronger than WB, no one believes Roger is Stronger than Kaidou, no one believes He is stronger than Big Mom, or Garp, or Mihawk, or Xebec ... etc He isn't considered weaker either, but again, he never is called Strongest or Stronger than any Top Tier
People called WB as Strongest Man despite Roger Existence
He was a Swordsman & yet they didn't call him WSS
They believed Garp indeed was able to beat & catch him
Mont d'Or believes Roger cannot escape Totto Land while he believes no one can stop Big Mom
Kaidou is called Strongest Creature & always bet on him 1 v 1
And even Luffy said that he doesn't care about being called Great Pirate, cuz all Pirate King Title means to him is being Free

He was supposed to be the Star of God Valley incident, thus Hero of Marine epithet. Yet Kaido, the living witness of God Valley event doesn't even include him in the list.
Garp the fraud who leeched Roger's victory in God Valley, but Government tried to save face. Has happened again in current era with Smoker and Alabasta event.

It doesnt took "Garp and Roger to defeat" Xebec, it took both to defeat the Rox Pirates, which includes people like Whitebeard, Linlin, Kaido... HUGE difference.
Additionally casual One Piece reader will way more about Xebec right now then Ryuma. Where is his hype? He was some swordsman some time ago, literally no one is talking about him, even in the land of Wano right now. Marines dont mention him, Kaido doesnt...

The decay doesn't make the body weaker, as it is never stated.
Actually, the zombie is stronger since it does not even suffer pain. This is all canon.
If ryuma's body was so important as the legend you guy describe, it would be more important than Oars. It is not, not even close, as such Oars > Ryuma. And we all saw what joke Oars is.

Always shocked me how Moria went out all of his way to Wano to grab Ryuma's corpse only to never do anything important with it years later
