I don't understand why he shelves them, if he doesn't want them in the story just remove them so he can focus on the characters he actually likes. In an ensemble cast, you don't need to always utilize every character to the fullest, it's damn near impossible; but when the only memorable thing Nami has done in the post time-skip is slap Sanji on the face and Ussops grand moment in 10 years was spooking a child.......then we have a problem.
