The only thing I disagree with on this is the arc being a miss. I feel like this is an arc that you have to read all of it without the week breaks. Those breaks are making it feel stupid long. Specially the fight vs Kaido.
But it is actually long without the breaks, the way I judge the pacing usually is how many chapters and the content provided for that many chapter... I usually do this with movie when they long thinking what could be removed from it to make its pacing much better.... Here it's just hell.... The info given vs the chapter it took to provide all that just feels atrocious.
Like I feel I wouldn't mind skipping this arc and just note down important plot points for Summmary

Yeah I'd agree if your problem with the arc is a pacing one
Personally I don't have a problem with the pacing
I just feel that a lot of the stuff fell artistically flat for me
And emotionally I wasn't very engaged a lot of the time
And I thought a lot of the fights ended in a way that's not awful but lame
 
I noticed that, too. It started around the timeskip in 2010 and he did not get a grip on it ever since. I have spent some time studying his art style and writing after I watched some writing lectures last year. Odas art style got a lot messier after the ts in terms of line quality as well as composition and coloring. The color spreads are not as clearly composed anymore either.
I don’t think Oda’s art degraded after timeskip. It was already degrading after Skypiea. Also I don’t agree with color spreads as well. They’re much more better than what it used to before.
