The thing about "engaging emotionally" with Wano's suffering, in Oda's mind, should not be affected by Luffy having fun with Kaido, due to the fact that, again this is in Oda's head, the suffering of Wano comes primarily from Orochi, as if Kaido's some glorified body guard. So, the anger about Wano's situation should be targeted at Orochi, not Kaido.
Now my critic.
Despite saying that, Oda, at the same time, goes through lenghts to tell us that Kaido is the real threat. That Kaido's presence is what allows things to happen as they are. His subordinates control the regions, Orochi is not a threat at all, Kaido easily dispatches Orochi, etc. But instead of trying to transfer the "bullseye" to Kaido, he keeps Orochi alive and still being a dick, while Kaido and Luffy can have their friendly sparring.
In the end, Kaido and Orochi are two separate villains that simply do not narratively work together. They are completely split from the other. Orochi's destiny is completely irrelevant in the grand scheme of the arc. He's a completely useless villain that serves no purpose aside from showing "look how awesome Oden is, and how trash Orochi is".
Not a single complex Kurozumi. Kanjuro ended up being some Disney Twist Villain with no motivation aside from "I'm Kurozumi, therefore, I'm evil".
At least, in Dressrosa, Doflamingo acted as both the "kaido and the orochi" of the arc. He was the evil ruler AND the big baddie. So, no friendly sparring there, especially when Doflamingo shot Law in front of Luffy, how he toyed with Bellamy, etc. The "i'm having fun" thing is legit disgraceful for Luffy as character.
Luffy is not some "happy fighting lunatic" like Goku.
