Ods only said “crew members’ bounties increase with their captain”. He didn’t say “if the captain’s bounty is lower then so are their crew members”. The first being true does not guarantee the second.
There’s a very good chance that Queen has a higher bounty than Jozu even though WB has a higher bounty than Kaido. (And I still think King is likely to have a higher bounty than Marco, but we will have to see on that).
If Beckman is significantly more dangerous/powerful than other top subordinates then his bounty will probably reflect that. There’s a good chance that Luffy’s subordinates are going to come out of Wano with disproportionately large bounties compared to his because Luffy has disproportionately powerful subordinates.
Luffy is weaker than Kaido but Zoro, Sanji, and Jinbe are all seemingly stronger than King, Queen, and Jack respectively. And it won’t shock me if Zoro, Sanji, and hopefully Jinbe all have higher bounties than them EoW. But it would surprise me if Luffy’s is higher than Kaido’s.
Sanji should get a higher bounty than Queen for defeating him. A SH almost never gets a bounty lower than whoever they just defeated at the end of a major arc unless the WG was unaware of it. Drake and CP0 are here to see Sanji v Queen so it’s very unlikely that it won’t be reported. And if Sanji goes over Queen, then Zoro should go over Marco and King since I believe he’s going to get a bigger bounty increase than Sanji this arc and reset the proper SH bounty hierarchy.
