In terms of individual power I'd say yes.

For me, Black Blade is one of peak haki power if not peak until proven wrong.

But in terms of hype it depends on you.

I like goals that are meant for individuals like WSS, that's why I'm more hyped with Ryuma and why I'm a Mihawk and Zoro fan more than Luffy and Shanks fan.

But in terms of worldly conquest, there is more hype in JoyBoy, especially because of the Nika fruit.
Then you realise you're reading a pirate manga which revolves around Joyboy and Ds not Ryuma or zoro.

Joyboy>>Roger > Oden > Ryuma

Ryuuma defended Wano, Joyboy's war was directly against the WG and on a much more massive scale. The man was litteraly erased from history and has the gorosei flipping out about his resurrection. There is no comparison mate.

Zoro was aware of the legend. Brook was aware and has zero ties to Wano culture. The world government keeps its admirals tf out of the country, they haven't tried in 800 years.

So it's not a legend limited to the people of Wano. Tell me who else is the sword god?

JB is more important in the Lore though, but if we apply the same logic that is used to belittle Ryuma then there is no doubt that Ryuma>JB is the only conclusion possible.

You mean Ryuma successfully defending his homeland that is naturally built to not be accessible while Joy Boy failed against 20 kingdoms + Imu most likely? While also having Zunesha as a crewmate?

Ryuma was a beast, no way around it. He probably defended Wano in the first years of the existence of the WG, where they would have tried to annex every single nation, and left a big enough impression for them to not seriously try again for 800 years. And we've only seen 2 black blades which is something that has been heavily hyped as shown by not even Roger, Shanks or Oden achieving it.

But Joy Boy was another beast altogether, and if the silhouette from Who's Who exposition is anything to go by, he had a Sword (I'm sure it was a Meito) and also the Nika fruit.

Joy Boy > Ryuma > Roger > Oden
