I would say Ousen's presence was a of a different kind from Renpa's in that arc. We are given the the hype and portrayal of Renpa as an experienced member of the old Heavens, an all around warfare machine. He gets very sick panels. In regards to Ousen, he read his moves in regards to Kyou En.
However, we also get a taste of Ousen scary strategic vision, he had predicted how Renpa was going to be moving and had a fort already prepared. Ousen was then indicated as one of the reasons Renpa got checkmated.
Renpa got his portrayal as the widely known and feared warring states monster of China and Ousen as the relatively unknown individual with nightmarish cards to play.
