Like I explained, if their two powers work together they are guaranteed their desired result. If I were making a game like this, I'd design their roles in such a way to reflect this, such as having them be able to work together in specific scenarios but otherwise work against or independently of. The fact that them arriving at the game is significant, because they join late in the flavour too, and end up taking over. My point was to say, figuring out under what scenarios they can be allied may be important, because their threat level will be directly related to that.
I think there is a reasonable chance Flower is one of the two, and if I had to guess, I'd say Bernkastel. Why? Because she used a Cat Witch, and well, see:
