It'd be a deep cut for the Hitler role to have atomic capabilities. IIRC there's some evidence to support that they had some minor capability for it at the end of the war but that'd be a very very odd thing to give the Hitler role.

Master Chief doesn't use nuclear weapons himself unless he also has some space ship apart of his role.
