not attack speed, since gravity is ~ lightspeed and he can literally instantly affect meteors that should 10s of thousands if not millions of miles away.

Gravity is a force, it doesn't have a speed. The fictional waves Fujitora throws are not lightspeed. Also, Kaidou's Attack Speed is ~lightspeed too, so this point is moot.
 
Gravity is not lightspeed, gravity on earth can only pull at 9.8m/s², if fujitora can increase gravity 100x, that's still 980 metres per second square

The effect of gravity isn't light speed. But gravitational force itself is.

Kopeikin and Fomalont concluded that the speed of gravity is between 0.8 and 1.2 times the speed of light, which would be fully consistent with the theoretical prediction of general relativity that the speed of gravity is exactly the same as the speed of light.
