The effect of gravity isn't light speed. But gravitational force itself is.

Kopeikin and Fomalont concluded that the speed of gravity is between 0.8 and 1.2 times the speed of light, which would be fully consistent with the theoretical prediction of general relativity that the speed of gravity is exactly the same as the speed of light.
"X and Y concluded something about a concept science not completely understands", cool stuff. How does that relate to a fictional gravitational power where the author obviously have no knowledge on random people concluding something? It doesn't.
The gravitational force doesn't pull things at the speed of light, and Fujitora clearly doesn't do any of his abilities move at the speed of light, he just applies the effect into people. His gravitational waves are never portrayed, stated, or even implied to be at the speed of light.

Again, no need to argue this, Kaidou's Thunder Bagua is about the speed of light (or higher) for speedblitzing Luffy's Kenbunshoku, and Luffy considering him fast (while considering lightspeed lasers slow with a much worse Kenbun).
