not always, but according to Takemoto Gidayū's framework for the jo-ha-kyu dramatic structure, yeah. Five acts, performed over the course of a whole day. The first act is an auspicious opening, the second characterized by conflict, the third, the climax of the play, by tragedy and pathos, the fourth a michiyuki travel scene, and the fifth a quick and auspicious conclusion. two of the "three kabuki greats" follow this framework, "yoshitsune and the thousand cherry trees" which oda is heavily referencing in wano, and "sugawara and the secrets of calligraphy" which seemingly isnt being referenced but may be later. the third most famous kabuki play, "the treasury of loyal retainers", which the story of the 9 scabbards avenging their lord is taken from, has 11 acts. although it still follows the slow build to a dramatic climax and fast resolution pattern.

if act 3 is coming to an end and there are more acts to follow, the rest of wano will probably move very fast.
