They aren't yonko level in power yet, they are just Yonko in title

“Yonkou level” has never existed, it’s a fanbase term.
Just like there is a substantial difference between Kid and Kaidou, there is a substantial difference between Kaidou and Whitebeard.
A pirate pretty much peaks at a yonkou position, unless they find the One Piece and gets disappointed they are not the chosen one, that’s where they stop. Luffy after WCI was “yonkou level”, or gokou if you want to get technical, he had enough power, relevance, territories and subordinates to be considered one, even though he was still weaker than Kaidou.
Kizaru says he’d have trouble against Raylegh, but had no problems confronting Big Mom and Kaidou, when Garp heard about BM and Kaidou teaming up, and his grandson could be in trouble, he didn’t care one bit, compared to him calling Whitebeard the actual king of the sea.
Hell, it goes even further with subordinates, Kid has a bunch of no name fodders and Killer, Kaidou has three clownimities, and WB has Vista who can clash with Mihawk, Jozu who can block a slash from Mohawk, Marco, who you like to downplay, who’s able to fend off the top 2 calamities, and still have enough strength to no diff an attack from Kaidou himself, though, admittedly, it just shows more that Kaidou’s crew is just comprised with weaklings.
Kid and Law (unless there’s some gag about Law being Luffy subordinate) have become yonkous now, that doesn’t mean the title is false, (especially since I doubt we’ll ever see Kid doing something important again), it just means “Yonkou level” was about strength, yes, but only in part.
This whole Yonkou level, Admiral level, yc1, 2, 3 etc, has always been dumb, imagine saying every hogakes in Naruto are comparable, or captains in Bleach.
