Fukurokuju is only underestimated because he is told to be Raizo rival, bt folks needs to consider that was true 20 years back, when all the RS were closer to each other and the ones who stayed back are all High Tiers nw. So chances are Fujurokuju being the strongest Ninja on Wano now is also somewhere in the same ballpark,

Which is a logical assertion to make lolz but people still sleep on Fuku for some reason ^^". Also, I don't get what's so bad about him being Raizou's rival. Raizou is hailed a "genius" Ninja on wano. That word has not been associated with any of the scabbards save Raizou and Fuku was strong enough to rival Raizou 20 years ago. Moreover, we've seen a bit of what Raizou can do and he has some pretty interesting skills, so I'm personally very excited to see Fuku in action ^^.
